Job Summary/Primary Responsibility:      

The Columbia River Inter-Tribal Fish Commission (CRITFC) is seeking a Project Leader/Librarian to manage and guide the StreamNet Library, a small specialized collection that provides access to data and literature on Columbia River Basin fish, fisheries, and fisheries research. The incumbent will be inspired and expected to provide leadership and full library support including catalog oversight, reference services, collection development, inter-library loan services, archiving, staff management, and the development of metadata to support the fishery management community in the Columbia Basin through the StreamNet Data Project.  


As Project Leader, the incumbent will lead, supervise, and delegate duties to the library team (2-3 FTE’s) to plan, organize, and manage the services provided by the StreamNet Library. Incumbent will cooperate with StreamNet Data Project partners via the Pacific States Marine Fisheries Commission (PSMFC) and Northwest Power and Conservation Council (NPCC) to incorporate relevant published information into the StreamNet Library collection. Incumbent will also assist in preserving the organizational history of CRITFC and provide informational support to the four treaty tribe fishery programs. As the Librarian, the incumbent will be responsible for original and copy cataloging based on current standards and authority control and will provide inventory guidance to the library team.  In addition, the incumbent will aid with the upgrades and maintenance of the catalog, develop and maintain metrics on library performance, develop and maintain digital subscriptions, provide research support services to library users, and will spearhead library outreach activities. The ideal candidate will be organized and possess exceptional leadership, problem solving, communication, and user services skills.


Essential Functions:


Minimum Qualifications:

  1. A Master’s Degree in Library Science and/or Information Science from an ALA accredited program is required. A minimum of three years relevant experience working in a library, archive, or museum setting and familiarity with automated library systems;
  2. Management and supervision experience, needs assessment experience, ability to work positively with a team of professionals to provide information and research services;
  3. High proficiency with Microsoft Office (e.g. Word, Excel, Powerpoint);
  4. Must have an ability to work with library automation software;
  5. Practical knowledge and experience with organizing, maintaining, and managing library collections and services—including reference, acquisitions, cataloging, and digital data management (both storage and retrieval);
  6. Knowledge of copyright laws as they pertain to libraries, collection development, and inter-library loan;
  7. Experience with evaluating, acquiring and disseminating information in digital formats and digital information storage and retrieval systems;
  8. Excellent oral and written communication skills, including public speaking;
  9. Knowledge of social media, networking, Internet resources;
  10. Knowledge or experience with concepts of database design, website design, and/or application development.

Supervision Received/Given:

This position reports directly to the Fishery Science Department Manager. The incumbent will act as primary supervisor for all StreamNet Library staff and occasional volunteers or interns. This position is responsible for coordinating work schedules, assignments, performance reviews, and is the primary contact for StreamNet partners. Hires, trains, and supervises library staff, ensuring excellence in library services.


Physical Working Conditions: 

Work is performed in an office setting at the Columbia River Inter-Tribal Fish Commission in Portland, Oregon. Environmental conditions are maintained at levels appropriate for preservation of library materials. An office space is provided for privacy and concentration; however, the incumbent is expected to actively interact with the library team to identify, define, and solve problems and to exchange and coordinate information, ideas, and concepts, and be available to users of the StreamNet Library.


The work requires a great amount of concentration and attention to detail. The position requires regular use of computers and video display terminals. Occasional evening or weekend work may be necessary. Periodic shifting and movement of library materials or collections may be required. Occasional travel outside of Portland may be required to attend Commission meetings, perform outreach, or receive work-related training.
